Bob serves as the Executive Secretary for LAGERS and has been with the system since 1994. Prior to joining LAGERS, Bob was a licensed securities and investment representative.
Bob has a Bachelor of Science in Business Management from the University of Kansas and received the Kansas Honors and Kansas Key Award recognitions. He has also earned the Certified Employee Benefit Specialist (CEBS) certificate from the Wharton School of Business, University of Pennsylvania. Bob is the Past President of the Missouri Association of Public Employee Retirement Systems (MAPERS).
In time away from LAGERS, Bob enjoys golf, motorcycles and getting back to the farm.
Brian has been the Chief Investment Officer of Missouri LAGERS since April of 2005. His fiduciary responsibilities include managing LAGERS’ investment portfolio and serving as the investment advisor to the LAGERS’ Board of Trustees.
Under his leadership the LAGERS investment portfolio ranks in the first quartile in the public fund universe, returning 7.57% net of fees for the last five years ending June 30, 2016, exceeding the assumed rate of return of 7.25%. Over this time frame, the portfolio has also outperformed LAGERS’ Policy Benchmark by 1.55%. Prior to his CIO position, Brian held various positions across the investment industry including Senior Research Manager for the South Carolina Retirement Systems and a Senior Technology Analyst for the Russell Investment Group. Brian currently serves on several advisory boards for numerous US and global investment funds.
Brian has a Bachelor of Science in Mathematics from Marian University and a Master of Business Administration from Butler University. He earned the Chartered Financial Analyst (CFA) designation in 1999 and the Chartered Alternative Investment Analyst designation in 2010. In his free time Brian enjoys spending time with his wife, Michelle, and two children, Drew and Zoe. He also enjoys motorcycle riding and running.
Jeff serves as the Assistant Executive Secretary, Member Services and has been with LAGERS since 2004. His primary duties involve managing the development and implementation of the system’s communication, outreach, and education programs, assisting local governments with the membership process, assisting the Executive Director in the day-to-day management of the system, and supporting the development and implementation of long-term organizational strategy.
Jeff graduated Cum Laude from the University of Central Missouri in 2003 with a Bachelor’s of Science in Public Relations with an emphasis in speech communication. In addition to his formal education, Jeff earned a Masters Certificate in Strategic Organizational Leadership & Management from Michigan State University in 2015, the Certified Employee Benefit Specialist designation from the Wharton School of Business, University of Pennsylvania in 2016, and the Certified Retirement Counselor designation from the International Foundation on Retirement Education through Texas Tech Center for Financial Responsibility in 2011. He is also a member of the Public Relations Society of America and serves on the board of the Missouri Association of Public Employee Retirement Systems.
In his free time, Jeff is mostly doing daddy things with his wife and two daughters. But you can also find him chasing deer and turkeys, pursuing fitness, reading, and rooting on the St. Louis Cardinals and Kansas City Chiefs. He and his wife are also very active in St. Francis Xavier Church and School serving on various boards and committees and volunteering regularly.
Tami is the Assistant Executive Secretary, Operations for LAGERS. She joined the team in March 2001 just after graduating college. She is responsible for the oversight of the Benefits, Employer Reporting and Information Technology departments.
Tami has Bachelor of Science degree in Accounting from Lincoln University. She has also earned the Retirement Plans Associate (RPA) certification from the Wharton School of Business, University of Pennsylvania.
Tami spends most of her free time with her husband, Derek and their two daughters, Lexi and Lani. She enjoys weekend camping trips, attending her daughter’s volleyball games and playing volleyball on a recreational league with her friends.
Pam serves as Compliance Officer/Internal Auditor for Missouri LAGERS. Pam started with LAGERS in 2000 as Assistant Executive Secretary/Operations and assumed the newly created role of Compliance Officer/Internal Auditor in 2010. Prior to working for LAGERS, Pam was employed as a Performance Auditor with the State of Missouri Legislative Research Committee Oversight Division and previously as a Senior Auditor with Williams-Keepers, LLC .
Pam is a licensed Certified Public Accountant in the State of Missouri, and is a member of the Association of Public Pension Fund Auditors, the American Institute of Certified Public Accountants, the Missouri Society of Certified Public Accountants, the Institute of Internal Auditors, and the Association of Government Accountants.
Pam has a Bachelor of Arts degree in Accounting from William Woods College. In addition, she attained the Retirement Plan Administrator certification from the Wharton School of Business, University of Pennsylvania, in 2004, the Certified Internal Auditor designation in 2015, and is a Certified Government Finance Manager.
Pam lives in Hartsburg, Missouri and enjoys boating, fishing, and spending time with family.
Melissa serves as the Chief Financial Officer and has been with LAGERS since April, 2010. Her responsibilities include financial reporting and oversite, human resources and facilities management. Prior to her service with LAGERS, Melissa was employed by Shelter Insurance Companies.
Melissa has a Bachelor of Science degree in Business Administration, emphasis in Accounting & Finance, from the University of Central Missouri. In addition, she is a Certified Public Accountant, has earned the Certified Employee Benefit Specialist certificate from the Wharton School of Business, University of Pennsylvania and is a Certified Government Financial Manager.
Melissa lives in Wardsville, MO with her husband, Brad, and three daughters, Macey, Kaylee and Kamille. In her spare time Melissa enjoys hiking, fishing and spending time with her family.
Jason Paulsmeyer recently joined the Missouri Local Government Employees Retirement System as Chief Counsel. Prior to joining LAGERS, Jason served as the Staff Attorney at The Public School and Education Employee Retirement Systems of Missouri from 2010 to 2017 and, prior to joining PSRS/PEERS, he was an associate with Andereck, Evans, Widger, Johnson and Lewis, L.L.C. in their Jefferson City office. He is a 2003 graduate of the University of Missouri-Columbia School of Law and a 1999 graduate of Lambuth University.
Jason currently serves as a District 4 (Cole County) representative on The Missouri Bar Board of Governors. He previously served as Chair of the Young Lawyers Section Council of the Missouri Bar and as President of the Cole County Bar Association, and is a member National Association of Public Pension Attorneys, serving as a member of the Benefits Section Steering Committee. In addition to leadership roles in bar organizations, he frequently volunteers for bar-related community service activities including serving as a judge in the We the People civics education program, teaching in a pilot program sponsored by the Missouri Bar offering civics classes to offenders at the Algoa Correctional Center, and speaking at CLEs, among other activities.
Outside the legal community, Jason served as President of the Jefferson City First United Methodist Church Foundation, coaches numerous area youth sports teams and volunteers at Blair Oaks Elementary School. Jason and his wife, Kristen, an attorney with the Missouri Office of Administration, reside in Wardsville with their children, Regan and Harrison.
